Héctor Abad Faciolince grew up in what had been one of the most violent cities on earth. Since Colombia won its independence more than 200 years ago, it has weathered political unrest, military crackdowns and violent drug cartels. His own father, who had accused the military of sponsoring death squads, was assassinated in 1987 by paramilitary forces that had turned his hometown, Medellín, into a war zone. But his brush with death came half a world away. At least 13 people were killed, including their guide, the Ukrainian writer Victoria Amelina.

“We have put to rest any doubts and ambiguities about whether Ukraine will be in NATO,” he said. “It will!”The Ukrainian military’s Strategic Communications Department also posted a lengthy Twitter thread listing positive outcomes from the summit. In return, requests that were initially rebuffed — including Western battle tanks, missile systems, even training for F-16 fighter jets — have over time been met. The campaign is in its second month, and Mr. Zelensky has acknowledged that it is moving more slowly than some allies had hoped. But he warned that Ukraine may not hold a significant advantage in that type of strategy against the more numerous Russian forces.

The U.S. ambassador to Russia, Lynne M. Tracy, met with the detained Wall Street Journal correspondent Evan Gershkovich at Lefortovo Prison in Moscow on Monday, according to the State Department. It was the first time since April 17 that an American diplomatic official had been able to meet with Mr. Gershkovich, who has been held for more than 13 weeks on what American officials have said are bogus allegations of espionage. Ms. Tracy reported that Mr. Gershkovich was in “good health” and remained “strong, despite his circumstances.” Mr. Gershkovich, 31, has been held since late March at Lefortovo, a high-security jail known for difficult conditions for inmates, including extreme isolation. The Russian government’s allegations against Mr. Gershkovich have been vehemently rejected by the United States government and The Journal. The State Department reiterated on Monday that Mr. Gershkovich had been “wrongfully detained” — meaning that the U.S. government considers him to be the equivalent of a political hostage.

When he finally emerged for a five-minute televised speech on Monday night, the Russian leader skirted a host of questions to insist that the Russian government was presenting a united front to all threats. TUESDAY, JUNE 27:Mr. Putin’s spent a busy day in front of television cameras, portraying the rebellion as a heroic episode for the Russian state. In a televised meeting with military service members in Moscow, Mr. Putin suggested that Mr. Prigozhin — whose name he has refused to utter — or people linked to him might be guilty of graft. And in a grandly choreographed outdoor appearance at the Kremlin, Mr. Putin descended a red-carpeted staircase to deliver a speech from a stage on the medieval-era Cathedral Square. Later, Mr. Putin fed speculation about a broader crackdown in a closed-door meeting with Russian media figures at the Kremlin, presenting himself as a leader in total control.

The 56-year-old officer, nicknamed “General Armageddon” by the Russian media because of his reputation for ruthlessness, has not been seen publicly since early Saturday. Fighters from Mr. Prigozhin’s Wagner mercenary group were on the ground in Syria at the time, and reports indicate that both Wagner and General Surovikin used the civil war for financial gain. Besides leading Russian forces in Syria, General Surovikin was in Chechnya in the early 2000s, according to state news media and his biography on the Russian Defense Ministry’s website. Human Rights Watch said in 2020 that he was among military leaders who might bear “command responsibility” for human rights violations in Syria. He was placed on a European Union sanctions list on Feb. 23, 2022, a day before Russia invaded Ukraine.

But now, as Mr. Putin seeks to project an image of restored stability and control, he has been putting his defense minister on display, even if Mr. Shoigu has not addressed the public or even been heard speaking. Mr. Shoigu was also present on Monday as Mr. Putin convened a meeting of his top security chiefs. On Tuesday, as Mr. Putin praised his security forces in a grandly choreographed speech, Mr. Shoigu was again present, wearing his military uniform. Mr. Shoigu, who was a very popular minister of emergency situations before becoming defense minister in 2012, has had a long and friendly relationship with Mr. Putin. Mr. Putin may have kept both men in charge as part of his decades-long efforts to place the sprawling Russian military more under his control.

And they clearly had little interest in helping Mr. Putin avoid a major, embarrassing fracturing of his support. While it is not clear exactly when the United States first learned of the plot, intelligence officials conducted briefings on Wednesday with administration and defense officials. Placing Wagner forces under the control of Mr. Shoigu was “out of the question” for Mr. Prigozhin, Ms. Stanovaya said. But it was only in recent days that intelligence officials got the initial warnings that Mr. Prigozhin might take action. President Biden, speaking in October, talked of the dangers that Mr. Putin would pose if he felt cornered and said the United States was looking for “off ramps” for Mr. Putin.
